not an expedition
What we do not do: turn up on a Riverside job site this afternoon, or shoot your crew at Mayport without scheduling it. A Jacksonville firm does those things better. What we do have that an out-of-state firm does not is Florida fluency — and in 2026 that is worth more than usual.
The thing that changed on July 1, 2025, and what most Jacksonville sites still say
Florida spent four years dismantling local contractor licensing. HB 735, signed in 2021, preempted occupational licensing to the state. Jurisdictions licensing before January 1, 2021 could continue only until July 1, 2025 — and on that date forty-four local license categories were eliminated, including Painting, Flooring, Tile, Gypsum Drywall Installer, Concrete Finishing, Finish Carpentry, Caulking, Master Refrigeration and Master Heating. Narrow exceptions survived for veneer, rooftop painting and coating above three stories, and fence installation where the requirement predated 2021.
Two consequences, and neither has been absorbed by most Jacksonville marketing:
First, competition in those trades expanded overnight. A painter, tiler, flooring installer or concrete finisher no longer needs a county competency card. The same search terms now have more people bidding on them.
Second — and this is the one that matters — “licensed and insured” stopped differentiating you in those categories. It is still on almost every contractor site in Duval County, doing nothing, because it no longer separates anyone from anyone.
What replaces it is unglamorous and specific: review volume and recency, photographic proof of your own completed work, warranty language stated in plain terms, and a named human who answers. Those are the trust signals left standing, and they are all site work. If your homepage still leads with a credential that half your competitors no longer need, that is the first thing to fix.
The residential money is in St. Johns County, not Duval
This is the insight that separates a Jacksonville page written from data from one written from assumption.
Duval County permits: 11,485 in 2022, 9,811 in 2023, 6,495 in 2024, 6,017 in 2025 — down 47.6% from the peak.
St. Johns County permits: 8,219 in 2022, 6,451 in 2023, 5,575 in 2024, 4,735 in 2025.
St. Johns authorized 79% as much housing as Duval in 2025, on roughly a third of the population (US Census Bureau Building Permits Survey). Nocatee, Ponte Vedra, World Golf Village, St. Augustine.
Across the four-county MSA the total fell from 22,963 in 2022 to 13,334 in 2025 — down 41.9%. Meanwhile construction employment held essentially flat at 54,000, down 0.2% year over year (BLS). Backlog burn-down, the stadium, and remodel work absorbing the labor.
The marketing consequence is direct: a page optimized only for “Jacksonville” misses where the homebuilders and their subs actually work. If your crews run south of the county line, your site should say St. Johns, Nocatee and Ponte Vedra out loud, because that is what people type.
One permitting jurisdiction for a million people
Jacksonville and Duval County consolidated in 1968, and Jacksonville is the largest city by land area in the continental United States.
The practical effect is genuinely unusual: one building department covering a million residents. Compare Tampa, where a contractor deals with Hillsborough, Pinellas and Pasco plus a dozen municipalities, or Orlando across Orange, Seminole, Osceola and Lake.
For a Duval contractor that is an operational advantage worth stating on the site. For one working the four-county market it is the opposite — Duval, St. Johns, Clay and Nassau are four different processes, and saying so is a fluency signal.
Wind-borne debris, and the thing agencies get wrong
The 8th Edition (2023) Florida Building Code took effect December 31, 2023 and adopts ASCE 7-22 for wind loads. For the 130–140 mph band the wind-borne debris region was clarified: within one mile of the coastal mean high water line where the ultimate design wind speed is 130 mph or above with Exposure D conditions, or anywhere speeds reach 140 mph (AIA Florida).
Here is what out-of-state agencies routinely get wrong: Jacksonville is not in the High-Velocity Hurricane Zone. HVHZ is Miami-Dade and Broward only. Coastal Duval — Mayport, Atlantic Beach, Neptune Beach, Jacksonville Beach — sits in the wind-borne debris region; inland Duval largely does not.
Which means a Jax Beach job and a Westside job have different opening-protection requirements. If your site sells impact windows, shutters or roofing, it should be built around that distinction rather than a generic “hurricane protection” page — because that is a real difference your customer is trying to work out, and answering it is how you earn the call.
Duval also uses evacuation zones A through F, which is the vocabulary your customers actually use in September.
The insurance market moved, and your leads moved with it
Citizens Property Insurance had roughly 336,000 policies in force as of March 2026 — down 76% from the 1.41 million peak in October 2023. 2026 homeowners multiperil rates fell an average of 8.8% statewide, effective July 1, 2026 for new policies (Citizens, March 4, 2026). Seventeen new insurers have entered Florida since the reforms, with commercial windstorm and hail rates down 47% (Florida Office of Insurance Regulation, January 13, 2026).
For roofers, restoration contractors and anyone adjacent to claims work, that changes the lead mix. Fewer Citizens policies and stricter carrier inspections means roof-age and four-point-inspection lead flows do not behave the way they did in 2023. If your funnel was built then, it is aimed at a market that no longer exists.
The rest of the economy
Four Fortune 500 headquarters sit here: GuideWell at 140, Fidelity National Financial at 311, CSX at 324 and FIS at 406 (Jax Daily Record, June 2026). Financial activities employment fell 5.5% year over year — the steepest decline of any major Jacksonville sector — while education and health grew 4.8% (BLS).
Defense is 17% of the local economy: $9.1 billion in gross regional product and 68,060 jobs across NAS Jacksonville, Naval Station Mayport, Kings Bay, Camp Blanding and Blount Island Command (Florida Military and Defense Economic Impact Summary, January 2024).
JAXPORT handled 10.2 million tons, 1.39 million TEUs and 506,237 vehicle units in FY2025. The vehicle volume is the real differentiator against Tampa, Orlando or Sarasota — it supports a whole tier of auto-processing, transport, yard and dealer-prep businesses that do not exist at that density anywhere else in Florida.
And the EverBank stadium rebuild is the largest single construction event in the city: $1.4 billion-plus, with over $1.33 billion in permits issued as of February 2026, including one permit worth $696.5 million. Completion August 2028.
On price, plainly
We are not cheaper because we are in Florida, and here it is almost funny: you are Florida too.
BEA Regional Price Parities for 2024 put Jacksonville at 99.5 and North Port–Sarasota–Bradenton at 102.4. Sarasota is about 2.9% more expensive than Jacksonville. Any Florida-cost argument runs against us, not for us.
What is real is studio structure. Published rates in the Jacksonville market run from $50 to $199 an hour with minimums from $1,000 to $50,000, and that spread reflects headcount and overhead. Four people, no account layer. That is the whole claim.

What replaced the license
When a credential stops separating you, something has to. The evidence points at two things, and both are cheap.
Customers are 65% more likely to contact a contractor who shows pricing, with unclear cost their top frustration at 33%. And more than 55% expect a response within the hour while only about 20% of businesses deliver (Jobber, n=1,050) — with 23% of firms never responding at all, per Harvard Business Review’s study of 2,241 companies.
In a market where forty-four license categories just disappeared, publishing a real price range and answering within the hour is not a nice-to-have. It is the differentiation that is left.
Common questions
You are in Sarasota. Why not just hire a Jacksonville agency? You might, and it is a fair choice — they can be on your site tomorrow. Plenty of national agencies selling into Jacksonville know none of it.
