The time difference changes twice a year, and we plan for it

No Phoenix office. And Arizona has a scheduling quirk worth stating plainly, because it catches out firms that have not worked here: Arizona does not observe daylight saving time. So the gap between us is three hours from March to November and two hours from November to March.

Most out-of-state agencies discover this by missing a call in November. We build the calendar around it.

Phoenix is the largest construction market we work in

Construction employment reached 182,100 in July 2026, having peaked at 183,700 in June, up 1.4% year over year — against 140,200 in 2021, a 30% increase in five years (BLS).

Note that figure, because a number close to it circulates in stale form: 179,300 was roughly the 2025 annual average, not the current level.

Maricopa County permits corrected, but far less than most of the country: 42,123 in 2021, 40,104 in 2022, 38,292 in 2023, 36,380 in 2024, 31,651 in 2025 — down 24.9% from peak. For comparison, Duval County in Jacksonville fell 47.6% and Mecklenburg in Charlotte 48.1%.

And the metro’s marginal growth moved to the edge: Pinal County actually grew to 9,504 in 2024, settling at 8,048 in 2025 — Maricopa city, Casa Grande, San Tan Valley, the Queen Creek fringe.

Construction and extraction occupations are 5.6% of area employment against 4.1% nationally, at a mean $29.42 an hour (BLS OEWS, May 2025). Maricopa County holds 4,689,558 people and 2,000,280 housing units, with a median household income of $89,300 (Census, July 2025).

That is a very large installed base of homes in a metro where the trade sector is structurally over-represented. It is the best pure volume opportunity of the eight metros we serve.

The summer shutdown does not exist, and we checked

Every agency page about Phoenix says outdoor trades shut down in summer. The employment data does not support it.

Monthly construction employment, not seasonally adjusted: in 2024 there was no summer decline at all — August at 182,900 came in above July’s 181,400. In 2025 the fall from the March peak to the September low was 2.1%. And in 2026, the annual peak was June at 183,700, with the trough in January at 176,100 (BLS).

Phoenix construction troughs in January, like everywhere else. Heat shifts start times, cure schedules and crew rotation — it does not remove headcount.

Why it matters to you: if your marketing plan goes quiet from June to September because somebody told you the market does, you are dark during the months your competitors are working. The seasonal budget conversation belongs in December and January, when the crews actually thin out.

Arizona’s license list is built around pools and hardscape — which is our trade

Most states have one or two pool-related contractor classifications. Arizona’s Registrar of Contractors has seven: A-9 and A-19 for swimming pools including solar, B-5 and B-6 for general swimming pool contractors, R-6 and C-6 for residential and commercial pool service and repair, and KA-5 and KA-6 as dual licenses. Alongside those sits a dedicated Hardscaping and Irrigation Systems classification, R-21, C-21 and CR-21, covering patios, decks and retaining walls — plus Concrete at 9, Masonry at 31 and Painting and Wall Covering at 34.

A state does not build seven pool classifications and a standalone hardscaping class unless there is an economy underneath them.

This is the reason Phoenix is on our list at all. Wavefront is the digital arm of a group whose other businesses are Resin Rock, Resin Rubber and Glow Surfaces — resin-bound surfacing, rubber safety surfacing and decorative and glow-in-the- dark coatings. Pool decks, patios, hardscape and coatings are not a vertical we picked up for a landing page. They are what the rest of the company does every day.

One practical note we hear from coatings contractors: epoxy and cool-deck systems have no ROC classification of their own, so the work is generally carried under 34 (Painting and Wall Covering) or 9 (Concrete) depending on the system. Check your own scope with the ROC before you publish claims about it — we are marketers, not your licensing adviser.

The $1,000 rule that governs what your competitors may legally say

Arizona’s handyman exemption, at A.R.S. § 32-1121(A)(14), exempts work only where the aggregate contract price including labor, materials and everything else is under $1,000 and the work is “of a casual or minor nature”. It does not apply if a building permit is required, or if the work is part of a larger operation — no splitting a job into $900 pieces.

And there is a clause with direct marketing consequences: the exemption is void if the person advertises without disclosing their unlicensed status.

That is a rare thing — a licensing statute that governs website copy. If an unlicensed competitor is advertising in your category without that disclosure, they are outside the exemption. And for you, it means your ROC number on the site is not decoration; it is the line between you and them.

The heat ordinance most out-of-state agencies have never heard of

The City of Phoenix Worker Safety Ordinance was adopted unanimously on March 26, 2024 and updated in February 2026 to add anti-retaliation protections. It applies to contractors, licensees and lessees holding City of Phoenix contracts, licenses or leases — and to their subcontractors — wherever workers are outdoors.

It requires a written heat safety plan on file: access to clean cool drinking water, permission to take breaks as needed, access to shade or air conditioning, air conditioning in enclosed-cab vehicles by May 1, 2025, acclimatization practices, and training on risk factors, prevention, symptoms, first aid and reporting (Phoenix City Code 18-413).

If you hold or sub on city work, compliance is not optional — and it is a credential worth saying out loud on your site. “Our crews work under a documented heat safety plan” means something to a Phoenix homeowner in July that no stock photo will.

Water is the Phoenix constraint, and it explains the permit decline

This is the local fact that separates a page written from data from one written from assumption, and it is the closest Arizona equivalent to Florida’s insurance crisis.

The Phoenix Active Management Area covers 5,646 square miles and 4.6 million residents. The Arizona Department of Water Resources’ groundwater model — first released in June 2023, updated in November 2024 and again in early 2026 — projects 4.86 million acre-feet of unmet demand over 100 years. The consequence, in ADWR’s own words: the State will not approve new determinations of Assured Water Supply within the Phoenix AMA based on groundwater supplies.

Development inside existing Certificates or Designations continues. New approvals need alternative water. That is the mechanism behind Maricopa’s permit decline — not interest rates alone.

The workaround is live and moving. Ag-to-Urban, created by SB 1611 (2025), effective September 26, 2025 and amended by SB 1335 (2026), effective September 12, 2026, lets eligible irrigation rights holders relinquish pumping rights for Groundwater Savings Credits usable toward the Assured Water Supply requirement, with SB 1335 adding two-year temporary permits while a designation is secured.

Builders, well drillers, civil engineers and land brokers are actively marketing around Assured Water Supply and Ag-to-Urban right now. If you are in that chain and your site does not mention either, you are invisible to the searches that matter most in your category.

The other Phoenix, briefly

TSMC announced an additional $100 billion investment, bringing its total Arizona commitment to $265 billion across twelve facilities on a 1,100-acre north Phoenix campus — described by TSMC as the largest greenfield foreign direct investment in American history. Fab 1 began production in Q4 2024, Fab 2 targets the second half of 2027, and Fab 4 plus the first advanced-packaging fab broke ground in early 2026, with 6,000 direct high-tech jobs across the first three fabs. Arizona has seen 70-plus semiconductor expansions since 2020, totalling $314 billion (City of Phoenix, July 2026; Arizona Commerce Authority; TSMC).

Intel is the largest employer in Chandler, with Microchip Technology headquartered there and Northrop Grumman in the top ten. Around all of it sits a substantial claims and contact-center economy — insurance claims and policy processing clerks are concentrated at roughly twice the national rate.

On price, plainly

Phoenix is the one metro in this program where our costs and yours are effectively identical, so there is no argument to make.

BEA Regional Price Parities for 2024: Phoenix 103.3, North Port–Sarasota–Bradenton 102.4, against a national 100. Sarasota is 0.9% cheaper — which is nothing. Median household income in Maricopa County is $89,300 against Duval County’s $71,277, and the Phoenix all-occupation mean wage of $33.48 sits within six cents of the national figure.

There is no cost arbitrage here and we are not going to invent one. What there is: four people, no account-management layer, and a group whose core trade is the one Arizona wrote seven license classifications for.

Early mornings are when Phoenix decides

Phoenix trades start early — often before dawn in summer — which means homeowners research and enquire early too.

More than 55% of customers expect a response within the hour, and only about 20% of businesses deliver it (Jobber, n=1,050). Harvard Business Review found 23% of firms never respond to an inbound lead at all, across 2,241 companies. Meanwhile contractor lead costs are climbing: LocaliQ measured cost per lead at $228.15 for roofing and $165.67 for general contracting across 3,211 campaigns, with sector CPL up 10.5% while conversion rates fell 15%.
